No, this is not possible according to BIP 0021. The BNF grammar for the bitcoin: URI scheme starts with:

bitcoinurn     = "bitcoin:" bitcoinaddress [ "?" bitcoinparams ]

Since bitcoinparams has no address information, this means that exactly one output address is required.
