Can I send bitcoin from my paper wallet to my hardware Ledger wallet without using blockchain wallet?

You can just import the private key, and make a transaction, without installing a wallet!

Yes you can.

1) download a wallet like electrum or multibit exc.. which one do you like you can download it ( you can find s ome wallets at bitcoin.org NOT *.com it is *.org be careful)

2) import your private key to the wallet then send your bitcoins.

All you need is an address to send the money to. You could create an address with your hardware wallet, create a wallet here https://www.blockchain.com/wallet Import your private key then generate a tx to your hardware wallet and send it, then discard the online wallet
