I just need a quick clarification for crowdsale. If i have 3 rounds of crowdsale, do i need to write and execute 3 different programs at different times or submit all at a time under one program?

It totally depends upon your requirement. But, I will suggest you have to keep all your timeline of crowd sale in the single Smart contract. you can create your timestamp ranges in your smart contract.
