wow, cool question, that's not very easy. Especially as there are different Segwit tx thinkable (native P2WPKH, P2SH-P2WPKH, Native P2WSH, P2SH-P2WSH or one with Bech32 address). Then there is the point of adapting all the length parameters (for signatures and scripts). I will give it a try with a standard P2WPKH. So first I'd decode your provided tx, I get this:
