In Ardor, only child chain transactions can be phased. Therefore, when account control is set for an account, it can no longer submit Ardor chain transactions.
In other words: account locked for child chain is locked for Ardor chain to.

You can use any script which invokes the startBundler API but note that you will need to submit the passphrase to the node in order to start a bundler so you need to somehow protect the data in this script.

You will need to specify your passphrase in order to run a bundler so you'll have to run it on your own node. You also need the node admin password in order to list the bundlers.
