It was added as a compromise against more complicated ideas, actually. Base plus percentage is a pretty standard fee structure, so I went with it. If I'd been more familiar with the finance world, it would have been expressed in basis points, though, not ppm.

In theory, it isn't clear to me yet if finding a min-cost flow is any harder when there are minimum flows. In practice, it's not at all a problem as long as the min HTLC size is small. That's because we calculate the optimum flows with a global minimum flow size (resolution) anyway, and typical values for that are 10k-100ksat. At the moment, the maximum ...

I am not sure if it is possible to give a satisfying / definite answer to your question. As far as I can tell lightning developers have been very cautious in the early days (and still are) with everything that might make people loose funds. Negative fees are an obvious possibility to loose money as people would route along that channel and you would have to ...

It is still very early in the evolution of the Lightning Network and I don't think anyone, watchtowers or even routing nodes, is making that much money at the time of writing. Talaia Labs is working on Eye of Satoshi and it is listed as a c-lightning plugin. There are different models, perhaps you don't outsource the watchtower to a third party and run one ...

The routing fees are charged with successful forwardings. Let's say you received 11 sats on one channel and forward 10 on another you have earned 1 Satoshi. This satoshi increases the total balance of your node and is technically added to the incoming channel. You could of course account the fee to the outgoing channel as that one defines the fee your node ...

I have observed the same behavior and I think a "send all" function should be possible to build but is just not implemented. It is a little bit tricky as the actual routing fees depend on the path / route and might change a bit with every attempt and are not known before the payment settles. But of course a custodial service could work with a fee ...

The lightning network is still young, so I don't think there is an absolute consensus amongst users on what the optimal fee policy is. That said, one consideration could be: When deciding your lightning node's fee policy, one consideration is simply liquidity allocation. Generally speaking, channels that are well balanced will be more useful than channels ...
