The headers
field means the number of block headers your node has validated, without validating whether the transactions inside that block are valid. Validating the header includes validating the difficulty, timestamp and blockhash fields and can be done without downloading the whole block. The headers
must be equal or higher than the blocks
field which indicates how many blocks have been fully validated.
