Running a local testnet
Perhaps instead of running testnet you would prefer something like regtest? In order to do this, you can either run bitcoind like this:
bitcoind -regtest or add regtest=1 in your bitcoin.conf file ...

On signet of bitcoin core, why didn't the average time between blocks I mined accord with the time I set?
I spent some time figuring out what's going on in the miner script, and here's what I think I have understood so far:

Peer discovery on a custom signet (custom `signetchallenge`)
getaddr will gossip addresses from peers.dat and addnode RPC does not save addresses in it. Using addpeeraddress instead could be helpful in this experiment.
